Need help SUPER disinfecting a cage

A local pet store was going out of business and they had an online auction so I bought a cage. It's a decent cage, pretty nice and they said in the ad it was used. The one thing they forgot to mention is that is it also CRUSTY! I mean seriously, would it have killed them to take 5 minutes and hose the thing off? I have no idea what kind of birds were in it or how long ago but I have scrubbed it down 3 times with antibacterial dish soap and rinsed it in hot, hot water plus sprayed it with vinegar and water and I still don't feel like it is clean enough. Is there anything else I can use to make sure it is super clean and doesn't have anything that will make my birds sick attached to it?
