i think they could...if a person comes over the fence and is attacked by your dogs they could sue you. but then again legally cats aren't supposed to be out of your property so i don't know what the deal is there.
my cat was attacked by a dog and her injuries were so bad she had to be put down :( hopefully this little dude's ok, is he in pain? might have to take him to an emergancy vet sooner than that!
