As for the cat's owner being able to do anything legally, I seriously doubt it. A lot of places are getting leash laws where cats are concerned now too, but if someone willingly lets their cats run around outside they are taking huge risks as to attacks, cars, poisoning etc and it is their own responsibility in my opinion. Most cats are not going to just sit in their own yard the entire time they are outside, so things are expected to happen.
I dont think this person would have a legitimate leg to stand on legally where this is concerned. The fact that you are willing to take it to the vet and get it cared for says a lot and if they are a decent animal owner, they will go with that.
