Ask him to fax you the export/import paperwork than contact the US Customs office to verifiy the paperwork, Or you can ask for copies of all the paperwork because you need your attorney(Or use the name of any large import/export brokerage) to verify that
everything is in order and that your attorney will be taking care of payment arrangements directly with the shipping company, I had a similar situation at christmas time and the guy went as far as sending altered documents, if they do go that far pay very close attention to the areas of the form that would need to be filled in, make sure all the ink colors, font style, size are the same. Many of these people have permits to ship to countries other than the USA, than they alter the docs to make it seem as though they are legal. Like I said if you are not sure once you get the forms tell the person you are verifying them with the US Customs office. If they are scammers you most likely won't here from then again after that, and you can always call the Customs office and ask them to look up the paperwork, they will know as well if it is fake. Good luck and don't send any money for a bird that is being imported into the USA until you are sure that it can actually enter the country.

I got to the point with the one guy that I said I was going to fly down and pick the birds up and do the deal face to face, I never heard from him again,
