No, love birds do not need to be in pairs. That's a huge misconception. In fact, you can read all about how lovebirds don't need to be in pairs in the Sept. Issue of BirdTalk (yes, Sept 2008 lol).
As for reporting her? I wouldn't - this time. Mainly, because you don't have documented proof to substantiate your report, and you've already removed the bird. I would sit down and explain the concept of animal cruelty and make her understand that what she did by neglect is abuse and she could be held legally liable. I would make it clear that it's in your opinion based on the condition of the birds in her care, that perhaps birds shouldn't be owned by her.
...But, then again, I'm not a nice person. heh
