If it illegal to own them in your state then it is illegal to buy or sell them also unless your state has a clause that says it's ok to buy/sell in that state only or with a permit. California does not have that clause so it is illegal to own or breed quakers in that state. That being said, he probably bought them from someone else who had them and there are probably a lot of people who still have them illegally. As tempting as it is, I wouldn't get them. While it is unlikely you would get caught with them, if by some chance you do you would have to pay a fine and the birds would be put down. Not only that but I don't think it would be very easy to find a vet that would treat them if something were to come up.
