If he runs from you when you put your hand in the cage then he's not ready yet. If he doesn't run from you but just doesn't step up then the best way is to just take your finger and gently push on the front of his legs and say "step up". He should instinctively step onto your finger and when he does, give him a treat. Don't try and take him out of the cage right away when he does it though. Here is a site that might be able to help.
