I have never heard of a carella, so I cannot compare, but dogs and birds are totally different. You said that the breeder is not willing to hand raise the bird, but she is willing to sell the bird at 3 weeks for hand feeding? I'm sorry to say, but I do not like the sound of this breeder. Most "good" breeders will not sell any bird that hasn't been weaned and if they do only to someone they know who is a very experienced hand feeder.
Have you thought of using a different breeder that will hand raise there babies? I'm sorry to be the one to say this, but who ever you are getting your bird from does not sound like she knows much.
At 3 weeks of age you baby will need to be in a brooder - Will you have a brooder ready for your baby? There are so many things to look at and so many things that can go wrong. Giving advice is not going to really teach you anything. When learning how to hand fed it NEEDS to be hand-ons.
