You know what, I have no idea. I have never seen any of my males do this until my baby Bugsy started doing it only he doesn't call when he is doing it. He will go to the bottom of the cage, run a few steps, wings up, hold, wings down, run a few steps....well, you get the picture. He does it for about 15 minutes at a time and while there are other birds in the cage with him they are not around him when he does it. He will also do it on the top of the cage sometimes. I think it might be a dominance thing, I'm bigger than you kind of thing but I'm not really sure. Glad to know I'm not the only one who has an odd bird, lol.
