We just bought some heat panels for our sensitive outdoor birds for the winter at work. We are replacing a couple of heat lamps with them to try them out, and if we like them we will be using them again next year.
I'm not sure what company we went through, but the heat panels we bought go right inside the mews (cages) and the birds can cozy right up to them without getting burned, but the wide surface puts off a good deal of heat.
Even with them, I wouldn't let the temperature in your house drop too far below 60F, but they might be a nice way to keep you from having to keep the thermostat up above 70F all day... especially with gas prices skyrocketing this winter.
