The bird will let you know.

Try to gently rub the feather between your fingers, or lightly scratch it. The sheath will only come off of parts when it's ready, so you'll still have a bit of sheath at the base. The part that's ready is typically lighter in color. If you hit a spot that you shouldn't, you'll know really quick.
