I dont know about quaker breeding behavior but I do know it is illegal in some states. Apparently not in FL. I just found out todday the wings MUST be kept clipped in my state,lol.
Check the water situation. I have seen birds act like this when they were lacking water (the eyes half closed is the clue). Like if a water bottle isnt working properly or if they are refusing to drink out of a specific dish for whatever reason
