IMO cuddled is up to each bird. And I can't think of any bird that fits all your list for under 200 dollars but if you were to save up the first bird that come to mind is a Caique.
They are small but not tiny like a love bird. They are huge clowns and love attention any way they can get it. But you well need a fairly large cage they are very active and more the 200 bucks.
Sorry only bird that comes to mind. They run about 600 on up for the black cap ones. Not sure about the other they are harder to find in this area.
