If you can smell the odor outside the house, just imagine how bad the ammonia (from urine on the floor) is damaging the cats' lungs. Their noses are virtually down there in it. Poor things. I'd definitely report it. The owner may be responsible for the deaths or illnesses of hundreds of cats if no one intervenes. All that ammonia will no doubt have an impact on the owner's health as well. She is a hoarder and needs professional mental health care.
