I've been debating how to answer this. Maybe try finding articles about other situations like this and show her how bad off it is for the Cats. Sounds like she is a "collector" and its very hard to get them to stop. Most of the time collectors have some Phsycological problems they can be very minor or really big ones. I'm sure she thinks she's in the right but it does sound like neglect. Good luck and follow your guts. Keep trying to get her to at least spayed/neutered some of them. Also this is very unhealthy for her cat feces can cause lots of health problems.
