I would keep trying. Maybe you could contact a nearby animal rescue (not a shelter, but another non-profit group who may have some contacts) that could lead you in the right direction or help you out with this. I find that these groups are usually more attentive to these types of situations that the good ole' animal control officers.
You are doing a good thing for these animals and your friends. If you can smell it outside, just imagine what it's doing to the folks living inside, including the cats. Unfortunately with people like this, sometimes even leaving one cat behind is not an option. She may even know shes in over her head, but she feels trapped. Having the animals taken, cleaned up, and hopefully adopted out to good homes may be a blessing for everyone involved.
