A bird needing a home will likely cost less than a hand-raised and socialized bird from a breeder.
Petfinder.com (both shelter/rescue listings AND classified listings), craigslist.com, kijiji.com, hoobly.com, Pennysaver, local classifieds (not sure what's big in your area), etc... Don't forget vet's offices, pet stores (both may take in surrenders or help customers rehome their pets) and animal shelters in general. While most shelters stick to dogs and cats (and occasionally rabbits), they may take in birds. How close are you to other states? Check them out as well.
While it does happen, most people will not just hand over a bird for nothing, especially in this economy. In this crazy economy, you have to expect to pay *something*.
