You're right about harshness...bleach kills even the hardiest of viruses, including parvo for dogs. I see no reason why you couldn't bleach everything...I wouldn't just steam the cage...I would take it apart the best you can and bleach it too. Suggestion: fill the bath tub up with a bleach sol'n and soak everything for a few hours and then drain, rinse over and over, and let it soak in clean water with a fish aquarium dechlorinator (we did this when I worked at a lg pet store chain, and it didn't kill the fish! it neutralizes the chlorine from the bleach). And then let everything dry. As long as you don't have anything porous, the bleach should suffice. I'd suggest tossing out anything cloth, of course. Wooden items, I'm not sure, I bleach my wooden perches, but I've never had a parrot w/ PDD. The bleach doesn't bother my birds, so...personal discretion.
