Hard to say without seeing the spot, whether it might be normal or not... any chance for pictures?? Birds normally have featherless areas on either side of the neck, slightly more prominent on babies and especially 'toos, but they're not visible unless you move all the other feathers out of the way.
Is she housed with other birds, like siblings, maybe one of them decided to remove a chunk of feathers from her neck? Did you ask the breeder/hand-feeder about it? Sounds to me like it could be something like that, an accident that resulted in some pulled feathers.
If they were pulled out, they should start coming back in as pinfeathers pretty quick.
