Cuttlefish bones wash up on beaches all the time. They die, the crabs and bottom feaders eat the meat, leaving the boyant bone to float to the surface and get carried in on the tide.

You can make your own by collecting the bones from the local beaches, cleaning them and boiling them if you want to.
