A bird's diet should be everything in moderation. Some birds don't like pellets but it depends on what they were weaned to either by the parents or the hand feeder. Feeding a varied diet of mostly veggies and some fruit along with other things they can have without the bird eating pellets is fine.
I have found one pellet product that the smaller birds like. It is called, "Tropical Bits" made by Senic Bird Foods. The canaries will even eat that and I usually mix that in with the seed. The keets love it and so do the Cockatiels. Never had to soak it. The pellet is very small.
