I don't know what the natural habitat of the quaker is like, but there are some parrot species who live at high altitudes or in places with a fairly wide temperature range, and they can take the snow. Many of the Australian species can take a lot of heat if they're properly acclimatized (the outback is a very warm place) but I'm not sure how well they can handle freezing temperatures. Budgies are Australian, so keep that in mind.
