Congrats on your new fid. If he came from a flock of budgies he may be missing the flock at feeding time. Try to sit near the cage two or three times during the day talking gently to him. He'll probably eat a little and it start the bonding process with you.
Another thing to try is give him some millet. It is good for him and is familar and he will eat that and start to adjust.
Also, you should use the same food the pet store or breeder was feeding him. Transition new foods slowly, phasing out the old food over a period of time.
