Even small birds can live 10-20 years on a good diet and plenty of exercise, so it's a good idea to start planning now!

Yeah I was thinking that would be a good idea for me since there is not too many adoption like agencies for pets in Japan that I am aware of its mostly just pet stores. I know that owning pets and even exotic ones has become very popular in Japan but I am not terribly sure how well reinforced it is for people to take the best care possible of these animals. I am assuming that there are more people that take it seriously then not though since I remember reading an article some where about Japan's exotic pet popularity and there being several very large laws and fines to people that abuse or neglect animals there in place now.
I think with this topic I am really going to have to dive into my research and find out just all the technicals of how importing animals into Japan works, and what all I need to do to be prepared. I think when I first start out I would rather bring a bird with me rather then try to find one or two on my own in a foreign country but again that will depend on circumstances of the time as well.
