She definitely needs to be fined for taking up valuable 911 dispatcher time. I've heard stories of cash-strapped cities who have to put 911 callers on hold becasue they don't have enough people manning the phones. Somebody could have been raped in the time it took to deal with that call. Yeah, it's funny, but it also makes me mad. Some people don't think about anyone but themselves.

You gotta admit, though, that dispatcher was trying her best to be polite. If it was me, I would've interrupted her right away to ask, "Ma'am, what's your emergency?!?"
