I dont have red rumps so I can't offer specific information. But I do have rosellas and they're somewhat similar to personality. I've always been told that even handfed rosellas don't make very good, tame companions.

I definitely would NOT pat the bird on its head. Anytime you approach a bird from above, they go into their "oh-oh-a-predator-is-coming" mode. Instead, start by touching their feet and work your way gradually up their chest. Expect to be bitten numerous times. Also expect them to quickly move away from your hand. Just be persistent and hopefully they'll come around a little bit.
