Budgies, like many birds, have an accute hearing, so they are able to wake with even the slightest amount of noise, or even a change in the air. I wouldn't worry about this.

As far as drinking, you can try buying some different water dishes to put into his cage to see if he'll drink from them instead, or even a water bottle (similar to ones meant for rodents). It's hard to say how much a bird will drink as some birds drink more than others so might it be possible if he drinks water when you might not be around???

Beyond that though, try to be sure to give him plenty of veggies, include from fruit, breads, pastas, rice, beans, etc into the diet so he will be healthier and live a longer happier life. He may not accept this food at first so you must be persistent.
