I know you want the bird and want to help, but if you only have $500 and spend it all on the bird, how will you get it a cage, toys, food, veterinary care, and all the other things it needs? Maybe there is another way...maybe the man can be convinced to take the bird to the vet if the need were explained to him? I don't know anything about treating pluckers but I am sure there are some other very qualified people here who could help you. Hope you can work something out.
