You might have some info but you need cockatoo specific info. I'm sure an elclectus is of no comparison to any large cockatoo. I know you're set on doing the right thing but this seems very impulsive. You should be asking yourself sooooo many questions before bringing a bird home. You'll have this too with you for the rest of your life.
Perhaps the bird is not plucking because of it's owner? What will you do if you acquire the bird and it's absolutely not the one for you? Are you absolutely sure that you can support the need of a parrot so large, let alone a too? What will you do if the too hates being rehomed and the stress causes him to pluck even more or even mutilate?
I guess I'm just overly concerned because I know you are young (even though that's not always a factor...), and this whole situation looks like an impulse buy. I don't mean any harm, just want to make sure that you've considered all sides of this.

www.mytoos.com and be honest with yourself, make sure you can meet the birds needs. Cockatoos are the number one bird in rescues because lots of people get them for the wrong reasons and just can't handle them. You'd be wise to spend some time with the bird to make sure you are comfortable with it, and it is comfortable with you.
