Are they plucking themselves or plucking each other? If they're plucking themselves it's probably a medical problem, since cockatiels rarely pluck for psychological reasons.

If they're plucking each other it's a behavior problem (overpreening). I don't have any expertise on this, but putting them in separate cages would certainly stop them. Giving them more toys or activities might help distract them away from it too.
