1. This is called beak grinding. They do this when they are relaxed and happy.
2. Remove the treats and continue to feed more appropriate foods. He is filling up on junk. I would probably recommend adding pellets with his fresh fruits and veggies.
3. If it is a male, it could start talking at any time. It its a female, it may NEVER say a single word. Its rare for female tiels to talk.
