New to birdland

Is a quaker a parrotlet?
If so, here is my question (one of many)

I just got (1 wk ago) a 5 month old quaker. He is very sweet. he has not been trained, but has obviously been well handled. his brother at the pet store bit the heck out of my, but "Pickles" does not bite hard and it seems that he is just warning me or exploring depending on the situation.

My question is how much should I push him when training him, specifically to step up. When I open his cage, I try to encourage him to step up, but I don't want to force him to do something he does not want. He rarely wants to step onto my finger, but when I try to put him back in the cage after 1/2 hour to 2 hours, he is reluctant to go back in.

Should I let him make hte decision or am I just training a spoiled bird?
