What have you tried so far to get rid of the rats? It's likely the rats will go away as the season changes. Your bird has been with you for two years and in only the last couple months there have been rats, so it's probably coincidence that you have rats right now especially since you keep everything so clean. Owning birds doesn't really attract rats. I've had birds for 8 years and there's been absolutely no infestation of any animal or insect....
Actually, since you do keep Mitchell and his stuff so clean, maybe that's a direct indication that it isn't the bird that is attracting rats...?
