To get hm to step I have found giving them something they really like to hold in their beak and eat at the place you are moving to helps . Try covering a part of his cage (corner and place somewthng there that he enjoys toplace with if he is a cockatoo something plastic like the toys from Busy Beaks or one of theose straw toys. Another option would be a Flower essence combination tohelp with the demanding behavior.
