That is WAY too small, even for a finch. For the smallest of birds, I recommend a cage size minimum of 2' square as they need to be able to fly around and have plenty of room for toys, perches, and food dishes (even if it were for a finch or canary). The largest bird to be in a 2' square cage would be a cockatiel (or the smaller conures such as green cheeks, and maroon bellies). Please go out and find a larger cage for your new budgie.
