With that tall of a cage, I would break it up into two levels. Move one main perch higher so he can get to the toys hanging from the top. Maybe make that one a wooden perch so that you could put eye screws in the bottom to hang toys for the lower area.

Then have another main perch in the lower part of the cage with a boing or ladder running between the two. This gives him access to the whole cage and if you hang toys on both levels, interesting things to do on both levels.
