No, she looks like she has been clipped already. At her age (from the pics) she would have flight feathers already. They grow in from birth and they should be very long and they can fly before they are weaned. She has been clipped by the breeder.
She will go thru a first molt gradually and lose one or two of the clipped feathers at a time. You will see them on the floor or in the cage. Then over some time you will see the new feather take its place. these need to be allowed to grow to full length before clipping or they will look funny different lenghths if clipped to soon. Dont allow more then a few to get long though, they can fly amazingly well with just a few on each side.
If you stretch out a wing you will see the primaries have been cut straight across. Can I ask where you got her/him??
