It may be nothing, sounds like a normal sort of behavior (though I would have to see, of course). If he has fleas, you should be able to see them or evidence of them on her skin. Not sure what you are saying about the litter box--are you saying he uses one inside the house or is randomly urinating? Is he altered (may just be marking his territory). But, if this is new you may want to have a vet check him out. Seven is getting to middle age for a cat, and they may start to have kidney problems (which can be treated, but best to catch early) or a urinary tract infection. Good luck with Tom!
