All of my cages are Kings cages - I have one huge cage for my grey 2 single flight cages which currently house 2 pairs of breeders and I have the exact stacker cage that you are talking about. Right now the stacker cage is empty as I am waiting for my new arrivals to fill the cage with, but it did house my ringneck pair on the top and a single ringneck on the bottom - the ringnecks on the bottom was completely secure and happy in the cage. There was never any problem with the height, so your birds should be perfectly happy in there.

When I first ordered this cage I was worried about how low the bottom cage actually would be and once I got the cage and put it together I didn't think it was really all that low, I was expecting it to be lower for some reason.
