Unhappy african grey won't perch

I recently acquired a loving, very well mannered african grey timneh. he's 23 years old, and the previous owner, never, yes i said, NEVER, took him out of his cage, for 20 YEARS!! not a mean person, just not educated properly in african grey.
THE ISSUE AT HAND:
Smokey only had one perch in his cage (rarely used), besides his hanging food/water bowls. his feet are caliced and look painful, and he won't perch on the 3 branches in his cage, he either painfully hangs on the metal cage, or on his very thin hard water dish.
any suggestions, i already care deeply for this bird and want him to be comfortable in his new home.
any help would be wonderful
