Oh, no! I hope someone with more knowledge responds to this. I (not knowing much) would take him to an avian vet. Maybe purchase a platform for him to rest on as well. I looked up a link for a pic of one...Moveable Platforms for Bird Cages by Blue Ribbon - Perches & Ladders - PetSmart

And lots of time and love outside the cage.

Also, maybe some of the suggestions on this page might help.
