Beak Shaking...

Ok, We have two conures, a Sun (Zach) and a Nanday (Zora). Over the last few weeks Zora has started a new habit, while their together she will randomly grab Zach's beak and shake his head, only for a few seconds. Perhaps I haven't done enough research (or I'm really having a major brain fart) what is this behavior? I'm assuming it's a dominance thing, as once she does it the just resume their grooming.
