I wouldn't let my tiel eat any kind of acrylic paints, instead I would use a food-dye.
The cage looks pretty nice, but I had trouble with 3/4 inch spacing being too big for my rather petite teil (she was sticking her head through), so I went with 1/2 inch spacing. But quite honestly I don't know anything about cage construction, safety of material or safety of the build. However, it's nice that you like to build things for your tiels.
It is my belief that my tiel prefers yellow and orange, like her own face colors.
