Update...

So, I changed Tuki's schedule a bit to try to get him more overnight sleep and shifted play/training time to midday from late afternoon.

I do think I discovered a major clue to his behavior...

I realized today that if I offer my upper arm (elbow and up) he will step right up - no problem.
He still hates to step up to my hand or wrist and when he does, flaps like he can't hold on. I think he just hates that part of my arm??? Still not a solution though, I still need to get him on my forearm or hand. And he shuns the perch altogether now. No idea why.
