New Grey help

Hi, I recently rescued a TAG and she's a doll. She steps up nicely unless she gets on top of her cage, then its a different story.
So anyway- I've been wanting to learn how to get her to let me pet her. She tries to bite. The folks that gave her to me gave me some bird training DVD's and the guy on there "Chad" uses sticks while the bird is on a perch. Well this completely freaks out "Birdy" and she flaps everywhere and eventually falls. SO I'm not sure what I need to do.

I recently posted about buying her a new play stand. She came with one but the perch is really big and she falls off. So anyway- she wants nothing to do with this perch and usually falls when I try to get her near it. It's always next to her cage, and I try to get her out and around it at least once a day. I'd like her to be able to play on it and not stuck in her cage. I try to have her out as much as possible but she spooks easily and falls off my hand and she doesn't let me pet her so I can't just have her hanging out with me 24-7 yet. So I'd really like to get her to allow me to pet her and love on her.
Any tips?! Ideas? She's also a big plucker. But hopefully that'll die down in time. I love her anyway.
