I am having a similar adventure with my Too. Same age (20), situation (death of the original owner and I addopted her about a month ago) and attitude (friendly as all get out but won't step up). She even lets me pet under her wings, something my grey wouldn't let me do without a screech.
From what I have learned from the month I have had her was that if you keep constant attention giving and offer a treat every time you spend time with him/her. Nothing you probably haven't been doing already. Eventually s/he will just want to be around you. Then stepping up. Amber (my Too) still refuses to step-up yet and only lowers her head for scratches. She will fly over to my shoulder or back of my arm chair if I am in the room and not giving her enough attention. The odd time she will step on to my arm but never on command. This makes bed time an adventure that goes on for way longeer than it should. I know that these are totally different types of fids and have very different behaviours in general but I believe the principle is the same. Trust. I wish you good luck and all the best.

if your grey have a favorite treat
u cna hold out your finger infront of her and the treat infront of the finger? kidna lure her and say "step up" or whatever u want the phrase to be if she's fully flighted this may not work but u can try holdign out your ginfer infront of her and gently bump the lower part of her breast bone that's how i taught ajax how to step up as a baby(bumping is breast bone ) tho i'm not sure if it would work with an older bird

Whether the Grey is young or old and depending upon the situation it came from the bottom line it will take a little patience and time each bird is different as for how long it takes.To earn the trust of any bird it must adjust to it's new surroundings get used to you and your family.I am working on several Greys and a few other parrots tht came from situations where they didn't have the proper care and attention.You really can't expect this to happen over night because it took time.Sit by the cage offer it treats,talk to it,sing to it,read to it and even watch T.V with it.Eventually you will earn it's trust.If it's hand shy try training it with a perch first to see if it will step up and then work from there.Cage aggression you should get it away from it's cage and to a nuetral area.I hope some of this will help you in some way?
