Weird TAG wing behavior.

There's a TAG at a local pet shop that I play with. Everytime I take her out and she's on my finger she will hold her shoulders away from her body and hang them low. Not only that but she will let her wings extend almost all the way down. I've never seen this before (even with my TAG). To me it looks as though she has no strength to keep her wings in place and they are falling.

I'm wondering what this could be an indication of. Her feathers are also always a bit ruffled and she's missing one toenail but I don't think that's so much of a problem. The wing behavior has go me confused though. Anyone have an idea of what this might mean?
