Question Over preening new Flights

Hello,
I have a question regarding anybodys fids first moult and over preening new flight feathers. Has anyone ever had to deal with it? If so how?
A little background first.
Jordy (My CAG) has had a rough little time with his wings over the last year. He was over clipped, kept crashing and thrashing and lost all of his flights and most of his secondary feathers on both wings. The Vet said that his flights may never grow back and the tips of his wings were scarred bad.
He has been moulting for most of the spring and summer and actually started growing his flights back. BUT I don't think he is used to having them there and is unsure of how to preen them. The Vet said he was in good health and everthing. He won't let me touch his wings (for obvious reasons) so I can't help him preen them. What he does is once they are almost grown in (~5-6" )he then ends up preening the "tube" really hard and either breaks the new feather or ends up pulling it out all together and only on one wing.
I have tried showers with me but he hates them and just thrashes and tries to jump off me or the perch ending in him on the ground. I spray him with a misting bottle and sometimes he loves it other times he runs. I am not really concerned for his well being as he has never had flights before but rather wonder if there is something I can do to help teach him to preen them properly.
He has one wing that is almost all grown in (I can see the beak marks on them from when he peened them) and the other only has 3-4 flights. It screws up his balance and I can't immagine it being comfortable constantly beaking feathers off or pulling them out unintentionally.
Any help or ideas would be great.
P.S.
One last bit of info. I know for a fact he isn't just ripping them out due to stress or anything. It's on'y when he is preening the (sorry I don't know the propper term offhand) "tube" on the longer flighs. His tail is all grown in, he doesn't pluck other feathers or any of the other signs that it might be some stress related thing. Well, other than the stress of not knowing what feathers feel like on your wing or what to do with them.
