Repeat broken blood feather

I have a four year old BFA who has fatty liver disease. His feather growth has always been poor. He keeps repeat breaking a blood feather on his left wing. This results in heavy bleeding. My question is , how can I get his feathers to grow in????

Are there any tips out there???
