A visit to your avian vet would be the only suggestion I'd make. He or she could possibly fit your bird with an elizabethian collar, which would allow (maybe) the feathers to grow. Your vet would also discuss a good nutritional diet, which will aid in feather growth as well as improve your bird's overall health and longetivity.

I am scared to take him back to the vet, as they are the ones who started this blood feather problem. Last time he was there in Sept, they broke three blood feathers whilst toweling him. Since then he has had repeat episodes of bleeding. He bangs his wing and out comes the blood. He has fatty liver disease and this does not help the bleeding. I put a detailed post in the amazon section.
